There is no real “strongest” Bakugan. Even Bakugan with very high G Power can be defeated with the right gate card that states that the Bakugan with the lowest G Power wins.
As for the highest G Power ever seen, I think it’s about 700http://www.buybakugantoysonline.com

the highest g power bakugan i have seen so far is a pyrus hammer gorem with 670 g’s i don’t know if there is one higher but that is what i found
