   I’m pretty sure they are random. They usually come with Darkus Bakugan, because they give points to Darkus brawlers. The Doom Card does this: If you lose in a battle, your Bakugan is out of the game, which means it is gone until the game is over, even if you have an ability card. Try to trade with someone for a Doom Card.

   No you dont get to keep someones bakugan. The card removes the losing bakugan from play ( so that player cannot use it for the rest of the game ).
   Cards are randomly inserted into the different bakugan packages. However, Doom card is from the 1-48 card set. Those cards are only in series 2 packages or in the card boosters and card power packs and card power houses. The bakupearl bakugan contain 1-48b cards, the bakuclear bakugan contain 1-48c cards and the newer bakuswap bakugan contain 1-48d cards. And since it is very hard to find any series 2 bakugan anymore in the stores, your best bet would be from the different card packs you can get.
   The other way to get a guaranteed Doom card is to look at the Card Power Pack that contains 10 cards. It contains one foil and one holo card as well and the Doom card can be seen on the front as it is a foil version so you know that you will get it.
